June 5 in Moscow there took place the II International Congress “ERA-GLONASS”. The event was visited by the members of the Government of the Russian Federation, the representatives of the Ministry of Transport and the Ministry of Emergency Measures of Russia, the members of the Eurasian Economic Commission, the heads of world motor-car manufacturers, the heads of the Association “GLONASS/GNSS-Forum”. The visitors discussed the condition and implementation prospects of the project “ERA-GLONASS”, issues of the compatibility of the Russian system and the European eCall and the experience of the introduction of “ERA-GLONASS” in the regions of the Russian Federation.
At the Congress there were the main results of the development of the state project “ERA-GLONASS” summed up. General Director of OJSC “NIS” Alexandr Gurko said that in the three pilot zones (the Moscow region, the Leningrad region and in Kursk) there have already been successful tests of models of ERA-GLONASS automobile terminals and also the correctness of joint functioning of the infrastructure of the system “ERA-GLONASS” with the system-112 carried out. On the basis of the project map approved by the Modernization and Technological Development Commission under President of the Russian Federation the system “ERA-GLONASS” will have been launched in commercial operation by 2014 and will cover all the regions of the Russian Federation. In its completed version the infrastructure of “ERA-GLONASS” will consist of 8 navigation centers and 72 switching hubs in the regions of the country.

Head of OJSC “NIS” emphasized that suppliers of automobile components and automobile electronics are technologically ready to mass production of the systems beginning from the next year: “The project “ERA-GLONASS” launched in 2009 is evolving according to the developed plan. Since October, 2014, there will have been the equipment of cars with a weight more than 2.5 tons (getting a new approval of a type – new models of cars) used for commercial transportation of passengers and dangerous cargoes with the ERA-GLONASS terminals started. There is the introduction of the ERA-GLONASS terminals into all new models of cars (with a permissible weight is not more than 2.5 tons) produced and imported in the Russian Federation, and vehicles of the Customs Union states (Belarus and Kazakhstan) in 2015 planned. There is the equipment of all new vehicles (with a weight more than 2.5 tons) used for commercial transportation of passengers for 2016 planned. In 2017 all new vehicles will be equipped with the ERA-GLONASS terminals.
The General Director – the General Designer of OJSC “Russian Space Systems” Yury Urlichich told the visitors of the Congress about the condition and development prospects of the GLONASS system.
The GLONASS Russian navigation satellite system will develop in complex in terms of both a space grouping and a ground component. “Upon a result of the implementation of the Federal Target program GLONASS for 2012-2020 all the segments of the system will be developed. Earlier the system represented only a space segment, as of today it is both facilities of fundamental maintenance and a complex of functional additions of the GLONASS system, and a system of the high-precision determination of ephemerides, and a complex of user navigation equipment. All this enables to suggest that the system is being developed as a single unit and it, certainly, gives those who use the system confidence in its future”, said the General Designer of the GLONASS system Yury Urlichich at the II International Congress “ERA-GLONASS”.
The main task of the Federal Target Program “The Support, Development and Use of the GLONASS system for 2012-2020” is the further improvement of the characteristics of the domestic satellite navigation system and the increase in its functional possibilities. “This is that what is first of all necessary for consumers and what our efforts are directed to”, – declared the head of OJSC “Russian Space Systems”.
The orbital grouping will be increased not only due to satellites in an average orbit, but also due to increase in number low-and high-orbital satellites, and also due to the deployment of a relaying network of the Luch (Beam) satellites. The first “Luch” was launched in the past year, and the next will have been launched by the end of 2012.
The deployment of stations of differential correction in the territory of the globe will help to raise the precision characteristics of the GLONASS system. Earlier we made the stations only in Russia, as of today there are already three stations in Antarctica, we are planning to create more stations like in Antarctica, and worldwide, which will enough raise the quality of the signal of the GLONASS system”, – said the general designer of GLONASS.
One of the main themes of the Congress was the harmonization of the European system eCall with the Russian “ERA-GLONASS”. The project eCall is effec
tively being developed and introduced in Europe (the start of operation is planned for 2015). OJSC “NIS GLONASS” holds regular meetings with the committee of eCall. At the Congress there took place a session of the working group of “eCall/“ERA-GLONASS” formed by OJSC “NIS”, ERTICO and ‘ITS-Russia” for supporting the harmonization of these two systems.
The representative of the General Directorate of the European Commission Emilio Davila Gonzalez said that “if a car goes from Russia to Europe, there arises a problem of migration to the European emergency response system. For this purpose we have already unified the requirements for the European and Russian systems. If a road accident occurs a person will be helped irrespective of its location”.
Most countries-members of the European Union have already signed a memorandum of mutual understanding in the framework of the eCall project. They include Switzerland, Iceland, Turkey and many others. Moreover in the framework of the eCall project development there has been a consortium of 40 countries which is supported by both state and private sector formed.
The visitors of the Congress said that the infrastructure of the ERA-GLONASS system can become a basis to create of systems of various purposes. The Director of user equipment development service of OJSC “NIS” Yaroslav Domaratsky: “We develop plans not only to liquidate the consequences of road accidents, but also to use of the terminal for the prevention of road accident. I am going to adduce an example of the Car to Car function: When traveling one car can inform others what is happening to it and to warn of road dangers. For the present similar functions are not an obligatory requirement to the terminal, but they are very prospective”.
The president of OJSC “AVTOKONNEKS” (Cobra) Dmitry Chernikov estimated the results of this event in such words: “The Congress has shown that in the previous year the Russian companies made the big step in the field of the development of the ERA-GLONASS project”. Participants of the market showed their readiness to carry out it on the basis of own Russian products, equipment and technological base. With the introduction of GLONASS it is important to provide a high level of safety and reliability of the system performance, the availability of additional services Russian users can estimate all the advantages and opportunities which are provided by the ERA-GLONASS project”.
At 
the session of the working group of “eCall/“ERA-GLONASS” which was held in the framework of the Congress “ERA-GLONASS” they said that the requirements for the automobile terminals “ERA-GLONASS” developed by OJSC “NIS” had been approved by European motor-car manufacturers. Also the necessity of work on unification of automobile systems of emergency services call, monitoring of vehicles, gathering of the payment for the use of roads and systems of recording labor regime and driver rest built on the base of navigation technologies was confirmed.
OJSC “NIS GLONASS” is conducting negotiations on cooperation in the framework of road accident emergency response programs in the CIS – Belarus, Kazakhstan.
During 2012 we are expecting changes to the Technical Rules of the Customs Union of Russia, Belarus and Kazakhstan “On the Safety of Wheeled Vehicles”. All the cars produced in or delivered to the Russian Federation and for the first time receiving an approval of a vehicle type are planned to be equipped with a car system of emergency services call (ERA-GLONASS terminal). This requirement will come into force not earlier than 2014-2015.
The Congress brought together more than 650 delegates from 16 countries of the world. They included heads of the Russian and foreign automobile concerns, such as Audi, BMV, Mercedes Benz, Volvo, AVTOVAZ, KAMAZ and UAZ, heads of mobile operators (“MTS”, “Beeline”, “MegaFon”), manufacturers of component base and automobile electronics (Peiker Acoustic, Continental, Qualcomm), experts in standardization.
